The WI Department of Revenue requires each local Assessor to report details each year about all market or non-market sales that are analyzed to produce real estate value “benchmarks” that are used to estimate what other buyers would pay for properties that were never offered for sale. Benchmarks help us to fairly adjust property assessments over time to keep step with changing market prices, usually every few years.
Wisconsin defines a Market Sale as an open-market, arms-length deal negotiated between two well-informed and unrelated parties serving their own best interests in a competitive arena with other buyers and sellers, free from unusual pressures or motives to act using commonly available financing.
