2021 Benefits Open Enrollment Information

Open enrollment for the 2021/2022 benefit plan year will take place from Monday, January 11 to Friday, January 22. Open enrollment is the only time you can make changes or additions to your benefits without having a qualifying life event. Qualifying events include birth or adoption, death, marriage, divorce, or the gain or loss of coverage by someone on your plan.

No Plan Changes
The cost and coverage for the City’s health, dental, and vision plans will be the same in the new plan year. There are no changes to the monthly premium, deductibles, copays, and out-of-pocket maximums. For complete information on 2021/2022 benefits, review the Employee Benefits Guide.

New Passive Enrollment
If you do not wish to make any changes to your current health, dental, or vision benefits for the 2021/2022 plan year, you do not need to do anything during open enrollment. Your current plans will be carried forward into the new plan year. However, employees currently enrolled or wishing to enroll in a Flexible Spending Account, Dependent Care Flexible Spending Account, or Health Savings Account, MUST elect a dollar amount for the new plan year during open enrollment, even if it is the same amount as the current year. These accounts will not roll over without an active election during open enrollment.

Enrollment Technical Assistance
Need help enrolling in your benefits or need access to a computer? Human Resources staff will be available on the below dates for employees, retirees, and spouses needing assistance with the enrollment process. Computers will be available. Masks are required. No appointments are necessary, but due to social distancing requirements, space may be limited.

       City Hall Room 128:

  • Tuesday, January 12 – 1:00 p.m. to 3:00 p.m.
  • Thursday, January 21 – 1:00 p.m. to 3:00 p.m. 

       DPW Computer Lab:

  • Wednesday, January 13 – Noon to 4:00 p.m.
  • Wednesday, January 20 – Noon to 4:00 p.m.

Active Employee BENEFITS

Plan Information
All benefits are effective March 1, 2020 through Feb. 28, 2021. Active employee benefit plan options include:

  • Health insurance
  • Family Savings Plan
  • Dental insurance
  • Vision insurance
  • Health Savings Accounts (HSA)
  • Dependent Care and Healthcare Flexible Spending Accounts (FSA)

To enroll in your 2021/2022 benefits:

  1. Get to Know Your Benefits. Watch the Benefit Overview video to review you enrollment options. You may also wish to review the Employee Benefit Guide for detailed benefit information.
  2. Consider Your Options.  If you do not wish to make any changes to your current benefits for the 2021/2022 plan year, you do not need to do anything during open enrollment. If you do nothing, your current plans and covered dependents will be carried forward into the new plan year. 
    HOWEVER, if you are currently enrolled or wish to enroll in a Flexible Spending Account, Dependent Care Flexible Spending Account, or Health Savings Account, you MUST elect a dollar amount for the new plan year during open enrollment, even if it is the same amount as the current year.   3. Make Your Elections. If you are adding to or changing your benefits, or if you wish to enroll in an FSA or HSA account, you must use TeemWurk to make your elections. Watch the TeemWurk instructional video for directions. 

RETIREE BENEFITS

Plan Information
All benefits are effective March 1, 2020 through Feb. 28, 2021. Retired employee benefit plan options (for those under 65 years old) include:

  1. Keep Your Current Plan: Keep your current plan design, including the same premiums, copays, deductibles, etc. If you do not wish to make any changes to your current benefits for the 2021/2022 plan year, you do not need to do anything during open enrollment. Your current plans and covered dependents will be carried forward into the new plan year.
  2. Join the Family Savings Plan: The Family Savings Plan is a way for you to save money by transitioning from your City health insurance to another employer-sponsored plan (typically your spouse’s plan). Watch the Benefits Overview video or download the Employee Benefits Guide to learn more. 
  3. Switch to Option 1: This selection allows for a reduced monthly premiumalong with the following changes:
    1. Roll with Active Employee Plan for benefit levels/decrements and premium share (currently 12%)
    2. Limited percentage increases to no greater than double Active increases based on each groups’ costs
    3. Family coverage is limited to 12 years or Retiree turning 65 years old, whichever comes first
    4. If Retiree leaves or is removed from the City plan for any reason (except to go onto the Family Savings Plan), they cannot return regardless of previous allowance
    5. Coverage ceases when Retiree turns 65 years old or become eligible for Medicare, whichever comes first
    6. If the City offers voluntary benefits (Dental, Vision, etc.) Retiree may participate by paying the full premium. Dental coverage under fully insured plan only (Care Plus).
    7. If the city offers a Medicare advantage program and the Retiree’s eligibility for coverage with the City has ceased, the Retiree and eligible Spouse may participate, bearing the full cost of the program

      The monthly premium rate is specific to each Retiree based on when they retired and their current rate. For your premium rate under this plan, or for other questions, please contact Human Resources before the start of Open Enrollment.
